Two low lifes named Weepy and Rosy decided to try and make it rich by betting on horses. The two get a loan out from loan shark Sharkey Smiles. When they lose the bet and owe Smiles $2,000 plus 100% interest. Weepy and Rosy attempt to steal a secret stash of money that they have spied from the apartment across the street. While trying to steal the money Batman and Robin who not only bust Weepy and Rosy but Sharkey and his cronies as well. At the end Weepy and Rosy finally realize that crime does not pay.
